Ruth is a Partner in the Corporate Commercial Team. She specialises in public sector procurement, subsidy control and grant funding. She advises local authorities and other public bodies on public sector projects and contracts.
Expertise
Ruth delivers pragmatic legal advice and support on major public sector projects across a wide range of sectors, including social care, regeneration, energy, housing, facilities management and transport. She provides detailed advice on:
- project structuring;
- the application and implementation of the public procurement rules;
- procurement design and strategy;
- preparing procurement and contractual documentation;
- the subsidy control rules;
- grant funding agreements;
- vires;
- contract interpretation, variations and waivers; and
- procurement challenges.
Ruth regularly provides training to local authorities and other organisations on the procurement rules and subsidy control rules.
Notable Projects
- Royal Borough of Kensington & Chelsea: Advising on the £800 million procurement of multiple framework agreements for the refurbishment and renewal of its housing stock.
- London Boroughs of Wandsworth and Richmond Upon Thames: Advising on the procurement of contracts across the Councils’ full spectrum of service areas, including contracts for care and accommodation, parking management, property services, cleaning and maintenance, litter enforcement and park management.
- Ashford Borough Council: Advising on the Ashford International Studios Project for the regeneration of a brownfield site and former railway works into a film and TV studios, housing and commercial space which received £14.7 million from the Levelling Up Fund.
- Cornwall Council: Advising on the procurement of domiciliary care and support services by way of an alliance arrangement.
