Lucy is a Partner in the Corporate Commercial Team. Lucy has 22 years’ experience delivering innovative solutions for local government and public sector clients, bringing together her vast knowledge of the political and governance framework within which those clients operate.
Lucy specialises in procurement, commercial contracts, grant funding, vires and subsidy control law as well as forming part of the wider team to ensure client projects are delivered on time and in budget, fielding a team of relevant experts from across the firm.

Lucy’s focus is on public sector projects, providing full support when needed, to cover:
- Project structuring;
- Vires and governance;
- Procurement compliance;
- Subsidy control compliance and assessment;
- Grant funding requirements;
- Drafting of the full procurement and commercial contract suite;
- Dialogue with bidders;
- Clarifications;
- Contract award and completion; and
- Project aftercare, lessons learned and contract management training.
Lucy acts across a wide variety of sectors, to include social care, revenue benefits and customer services, energy, utilities, regeneration, housing, facilities management and broadband infrastructure.
Notable Projects
- Cornwall Council: Advising on the procurement of open framework agreements under the Procurement 2023 for the delivery and development of extra care and care homes accommodation and associated care services, including advising on procurement strategy and the contractual model, drafting the contractual documents and advising on procurement issues as they arise.
- Wandsworth and Richmond Councils: Advising on the procurement of a number of contracts across the Council’s full spectrum of service areas, including contracts for care and accommodation, parking management, property services, cleaning and maintenance, litter enforcement and park management.
- Somerset Council: Advising the Council on its nationally significant gigafactory project in an established Enterprise Zone, working with DBT to provide grant funding, procurement and subsidy control advice.
- Royal Borough of Kensington & Chelsea: Advising on the procurement of multiple framework agreements for the refurbishment and renewal of RBKC’s housing estate.
