Epsom and St Helier NHS Trust – Investigations Service
Capsticks HRA were asked to set up and manage an investigation service for the Trust from April 2012. Disciplinary, grievance and bulling investigations were taking 4-5 months to complete at cost to the organisation and staff affected.
The notion of setting up a dedicated unit to handle all investigations was ground breaking and designed to reduce lead times, reduce costs and organisational stress.
Now in its third year of operation, the service is being modelled across other Trusts. Epsom and Helier report:
- A reduction in average investigation times from 22 to 12 weeks
- A throughput of up to 80 cases a year
- Better quality outcomes
- Estimated reduction in costs of circa £150 per annum
The service works to clear KPI’s and metrics to deliver these benefits and is delivered with legal advice and training as part of the offering.
Ashford & St Peter’s Hospital NHS Foundation Trust
Ashford & St Peter’s Hospital NHS Foundation Trust are currently undergoing a major change process with a plan to merge with Royal Surrey County Hospital NHS Trust subject to approval from the Competition and Markets Authority. The benefits of the merger will result in the improvement and streamlining of services and the opportunity to develop further specialist care services.
The HRA Consultancy service is providing transition support to the Trust with various work streams in preparation for the merger whilst maintaining business as usual in the provision of a high quality and efficient HR service.
Working with the acting Director of Workforce and Organisational Development to provide executive support with merger preparation activities, complex employee relations matters, business planning and preparation for the Trust’s inspection with the Care Quality Commission.
The merger will involve the harmonisation of polices and local terms and conditions of the two Trusts. One of the significant activities pertinent to this is to establish how easily this can be done by identifying what terms are common and what issues may be in contention. This initial stage of the work involved carrying out a comprehensive review of key polices and local terms and conditions respective to each Trust and highlighting the differences. These issues will then be discussed with other stake holders such as the Trade Unions and working towards agreeing the best and fairest option for the new organisation.
Another work stream, assisting with is the implementation of a lease car scheme for employees of the Trust under a salary sacrifice. This activity goes towards the work being done in preparing the organisation for the merger. It is hoped that this added staff benefit will help improve travel arrangements for key staff such as Nurses as well as increasing staff engagement levels by providing access to the use of a car which may otherwise have been a costly option for many employees. The Consultancy service initiated work on this project by producing a project brief for the Trust which provided a full analysis of the benefits of implementing the scheme, the costs, the potential savings to the Trusts and identifying the best providers to engage for the scheme.
