Alison is an associate within the Capsticks’ Commercial team based in our Birmingham office. She provides corporate and commercial advice to a range of NHS and private sector clients.
Before joining Capsticks, Alison was a senior lawyer in the contracts team at Staffordshire County Council prior to which she gained extensive experience in a Metropolitan Borough and a District Council. Her work has included a range of advice in relation to public procurement, shared working, contracts and procurement advice, major ICT projects and general governance and constitutional matters.
Recently, Alison has been advising a number of Public Sector organisations in relation integrated working projects including the establishment of pooled budget arrangements to support the Better Care Fund and setting up companies and other joint ventures with public and private sector bodies. She has also advised on a number of co-commissioning structures.
Alison supports NHS bodies, Local Authorities and the Police in relation to developing and procuring project- related contracts which are relevant to the needs of the organisation and adhere to regulations and the organisations’ financial standing orders and meet governance requirements.
In developing procurement strategies and tender documentation, clients are more frequently requiring contracts and framework arrangements that require contractors to adhere to improvement and commercial efficiency provisions. Alison has worked with her clients to develop a number of structures including, allowing clients to apply charges to administer call-off arrangements under framework agreements; payments by results; and monitoring provisions that provide for delay payments and service credit regimes. She has also developed arrangements whereby contractors are required to provide on-going best value for money provisions within an existing market.
